PRESIDENT TALAT: “IN NEW
PARTNERSHIP STATE, SOVEREIGNTY WILL EMANATE FROM THE TWO PEOPLES”
President
Talat speaking in a
television program yesterday stated that in the new partnership state to be
established in Cyprus the sovereignty would emanate from the two peoples.

Talat explaining the details of the issues of
“Single Citizenship and Single Sovereignty”, said on the “single
sovereignty” principle which was agreed as the result of the I July
Meeting, the Turkish side did not accept the view that sovereignty would
emanate form the “ the people of Cyprus “ and registered this in front of
the UN representatives.
President pointed out that during 1 July meeting, the
Greek Cypriot Leader Hristofiyas argued
that “sovereignty emanates from the people of the Cyprus which is composed
of the two communities in Cyprus” however, he opposed to this idea and
stressed that “sovereignty only emanates from the two peoples”. President
Talat
underlined that this discussion was repeated and registered also in
front of the UN Cyprus Special Representative Zerihon.
President Talat said he openly refused
Hristofias’ argument that
the ” sovereignty emanates form the people of Cyprus” in the presence
of Zerihon.
President said “if we desire the solution of the Cyprus problem, and if this
solution is going to be a United Cyprus, this is going to be a federal
solution, unquestionably, there will be single sovereignty, single
citizenship. No state in the world has double sovereignty. And no state has
double citizenship. Therefore, it is beyond debate that there will be single
sovereignty and single citizenship. There has never been controversy over
this issue… The implementation of single sovereignty and single citizenship
in our country in a solution will be discussed during the full-fledged
negotiations. This is not an issue of an absolute single sovereignty and
single citizenship. How they will be implemented here will be discussed
during full-fledged negotiations. And this will be dealt with as a result of
the 1 July meeting… This is an issue of sovereignty and citizenship of the
new state to be established. As the Turkish Republic of Northern Cyprus, we
are not surrendering our sovereignty or citizenship. We are talking about
the sovereignty of the new state to be established. Turkish Cypriots and
Greek Cypriots will jointly share the sovereignty of the new state to be
established. In other words, we are not handing our sovereignty over to
anyone. The sovereignty is being shared within the framework of a new
partnership. Our political equality has to be secured
and registered too. Therefore, nobody can claim that we are handing
over our sovereignty or eliminating the Turkish Republic of Northern
Cyprus. What we are trying to do is to develop and
strengthen the TRNC by integrating it with the world.”
President
Talat also underlined that during the
scheduled meeting between the two leaders on the 25th of July, the two
leaders would be making a final review of progress achieved by working
groups and technical committees and would also discuss the start of
full-fledged negotiations in order to reach a comprehensive political
settlement on the island. |
