TRNC ASSEMBLY APPROVES RESOLUTION PROPOSAL
ON CYPRUS ISSUE
CALL FOR U.N TO "START NEGOTIATIONS"
Following the approval of the budget, the General
Assembly of the Republic's Assembly had appointed the Committee for Legal
and Political Affairs to be an ad-hoc committee, and it has approved the
draft resolutions that were jointly prepared on the Cyprus issue by the
UBP and CTP groups.
In its resolution, with the aim of finding a
comprehensive settlement to the Cyprus problem, the Assembly calls on the
United Nations to start the negotiations as soon as possible and stresses
that references made regarding Cyprus in the E.U-Turkey negotiation
document had further strengthened the Greek Cypriot administration's
intransigence and reduced hopes for finding a comprehensive Cyprus
settlement. It also stated that until a just settlement was found Turkey
opposed recognizing the Greek Cypriot administration as the 'Republic of
Cyprus'.
An unofficial translation of the full text of the
Assembly's resolution proposal is as follows:
"Following the unanimous resolution that was adopted by
the TRNC Assembly on 3 December 2004, and evaluating in particular the
developments that have taken place in the European Union, the Assembly;
Welcomes the beginning of Turkey's full membership
negotiations,
With the understanding that the future of the Turkish
Cypriot people will be within the EU after a settlement, draws attention
to certain elements expressed in the European Union-Turkey Negotiation
Framework Document regarding Cyprus which further consolidates the ongoing
intransigent stance of the Greek Cypriot administration and weakens hopes
for reaching a comprehensive settlement in Cyprus,
Perceives that in the resolutions adopted, while the
existence, status, rights and expectations of the Turkish Cypriot people
are being ignored and that this is an injustice against the Turkish
Cypriot people, it evaluates that this is a grave mistake that further
increases the intransigence of the Greek Cypriot side,
Expresses concern that while the isolation and
embargoes imposed on the Turkish Cypriot people still continues and in
spite of the resolutions that have been adopted, the European Union is not
taking the necessary steps in this direction and its (E.U) request for the
Republic of Turkey to open her sea and air ports to the Greek Cypriot side
will not only have a destructive effect on the Turkish Cypriot economy,
but at the same time will strengthen non-settlement on the island,
Stresses that a just and permanent settlement of the
Cyprus issue can only be found under the auspices of the United Nations,
through steps to be taken, resolutions to be adopted, and negotiations to
be carried out only if the realities on the island and the Greek Cypriot
administration's intransigence towards a settlement is taken into
consideration,
At the critical stage reached, expresses its pleasure
in what was stressed in the declaration published by the Government of the
Republic of Turkey on 29 July 2005 and welcomes its determination with
appreciation,
Requests that Turkey can only open her ports to the
Greek Cypriot side simultaneously with the lifting of the isolation
imposed on the Turkish Cypriot side.
States that until a just settlement is found to the
Cyprus problem under the auspices of the U.N it stresses its opposition to
the recognition of the Greek Cypriot administration as the Republic of
Cyprus,
Calls for the start of negotiations under the auspices
of the U.N in order to find a comprehensive settlement to the Cyprus
problem".
PRESIDENT TALAT TO GO TO WASHINGTON
The U.S Secretary of State Condolezza Rice has
officially invited President Talat to the U.S.A.
The U.S State Department's Vice President of the
Department for South Europe Affairs, Douglas Silliman presented the
official invitation letter to President Talat yesterday.
President Talat will go to Washington on 28 October,
where he will meet with the U.S Secretary of State Condolezza Rice and
explain the Turkish Cypriot side's stance on the Cyprus problem and
request the U.S.A's support in lifting the isolation.
Speaking after his meeting with Douglas Silliman, the
President expressed his pleasure on being invited to meet with Condolezza
Rice in Washington and said this invitation was very important development
from the point of view of the Cyprus process. President Talat added that
in addition to meeting with the U.S Secretary of State he would also meet
with some high-level U.S officials.
For his part, Silliman said the meeting between
President Talat and Secretary of State Condolezza Rice would take place
within the framework to find a lasting settlement to the Cyprus problem
and that the U.S.A would continue with determination its efforts towards a
Cyprus settlement.
Underlining that after the 24 April 2004 referendum the
Turkish Cypriot people were going through a major change and beginning to
be listened to understood in the international arena, President Talat said:
"For the Turkish Cypriots to be listened to and understood and for the
changes that took place after the referendum to be understood, every
initiative made is vital for finding a Cyprus settlement".
