A LETTER FROM TRNC'S REPRESENTATIVE FOR NEW YORK
RESAT CAGLAR TO UN: "GREEK CYPRIOTS ARE EXPROPRIATING TURKISH CYPRIOT
PROPERTY"

Caglar, in his letter to the UN, pointed out that the Greek Cypriot
administration was speedily expropriating the Turkish Cypriot property in
South and that there was no houses left for the Turkish Cypriots to return
to their homes in South, as envisaged in the Annan plan.
Resat Caglar, in his letter to the UN
written as a response to the letter which was written by the Greek Cypriot
permanent representative for the UN to the UN General Secretariat and was
published as a UN document, explained the realities in Cyprus.
Caglar stated that the Greek Cypriot
administration who, in its letter dated 9 November 2004, claimed that the
property sales in the TRNC were illegal, had no right to represent the
Turkish Cypriots and to claim any rights in the TRNC.
Caglar expressed that the Greek Cypriot
administration's real aim was to disguise the fact that they, with a high
majority, rejected the Annan plan and that they did not want the Cyprus
issue to be settled.
Pointing out that the island was divided
as a result of the Greek Cypriots destroying the "Cyprus Republic" in 1963,
which was based on partnership of the two sides, Caglar said two separate
administrations had emerged as a result of the Turkish Cypriots' long years
struggle for existence.
Drawing attention to the fact that the
Turkish Cypriots voted in favour of the Annan plan with a high majority
although it envisaged great sacrifices to be made by the Turkish Cypriots on
the property issue, Caglar said if the Greek Cypriots had not rejected the
Annan plan the property issue in particular and the Cyprus issue in general
would have been settled.
REPRESENTATION AT EUROPEAN
COUNCIL LOCAL AND REGIONAL ADMINISTRATIONS
Chairman of the Cyprus Turkish Union of
Municipalities Huseyin Beyar, has attended to the Congress of the European
Council Local and Regional Administrations' Autumn Meeting which took place
in Strasbourg between 2-12 November 2004.
This attendance took place as a result of
the initiatives made by the Turkish Cypriot side following the Congress'
decision in May 2004 regarding the representation of the Turkish Cypriot
municipalities in the European Council Local and Regional Administrations
and for the first time, an elected person from the TRNC attended to a
meeting in the European Council and gave a speech to the members of the
European Council.
COREPER POSTPONED RATIFICATION
OF FINANCIAL AID REGULATION FOR TRNC
European Union Permanent Representatives
Committee (COREPER), has decided not to discuss the financial aid
regulation, which involves financial aid for lifting the isolation of the
Turkish Cypriots and direct trade regulations between TRNC and the EU, at
the European Union General Affairs and Foreign Affairs Council meeting
between 22-23 November 2004.
Prime Minister Mehmet Ali Talat,
evaluating the decision by COREPER, expressed that the Greek Cypriot
administration has engaged in strong interferences at the last moment and
added that, the Greek Cypriot administration has urged for the acceptance of
certain regulations which could not be accepted by the Turkish Cypriot side
and the EU.
Talat stated that, the Greek Cypriot side
asked for additionally noting in the 22 November decision by the Council the
expression that the Cyprus branch of the European Restructuring Agency will
be based in southern Cyprus and not to include the expression of acceptance
of the Direct Trade Regulation in the future with regard to a proposal by
the Council.
Prime Minister Talat said that, as a
result of the insistence of the Greek Cypriot party during the COREPER
meeting yesterday, the members could not achieve consensus.
Pointing out that, the Greek Cypriot
administration is against any regulation which would lift the isolation of
the Turkish Cypriots, Prime Minister noted that "the whole world and Europe
has started to observe that the chauvinist Greek Cypriot administration
would not appreciate any regulation which would eliminate the isolation of
the Turkish Cypriots. The EU has also realised that it will have problems in
its internal affairs because of the Greek Cypriot administration’s stance".
This, he said, showed that his governments policy towards the EU has been
leading to attain a result and decoding the Greek Cypriot administration's
stance to dominate.
Reiterating that the EU has a
reconciliation mechanism, Prime Minister said "It is clear that the Greek
Cypriot administration is violating, destroying this mechanism. The
comprehension of this reality by the EU member states will be an important
step for the elimination of the isolation of the Turkish Cypriot people."
Stating that the Turkish Cypriots would
not be able to benefit from the financial aid for another period of time,
Prime Minister Talat said:
"However, with the acknowledgment of the
Greek Cypriot side's intransigence, Papadoupoulos' government will not be
taken in to consideration and the Turkish Cypriot side's approach will be
supported. Therefore, the integration of the Turkish Cypriot side and the EU
will enter a new phase. The Turkish Cypriot side who had been isolated for
years will integrate with the world and this time the Greek Cypriot side
will be excluded. |
