The Evkaf Administration has started to
implement the first phase of its action plan regarding Varosha. This
included an announcement in English in the local press to all holders of
Evkaf property to apply to the Evkaf Administration within 30 days. In the
event of these persons not applying to the Evkaf Administration within 30
days, the Evkaf Administration will have the right to rent these properties
to third persons and anyone objecting to this will be able to apply to the
TRNC courts.
In a statement issued, Taner Dervis, the
Director General of the Evkaf Administration said: "As the first phase
of the action plan an announcement will be made to the unlawful holders of
Evkaf property in Varosha up until 1974. Through this announcement we plan
to discuss the compensation rights of the Evkaf as the property owner with
the unlawful holders of the said properties, their investments and landlord-tenant
relations. In the second phase, depending on the outcome of the first phase,
within the framework of the prepared master plan tenders will be open for
local and international investors to invest in Varosha".
The statement added that the TRNC
Government and UN were also recently informed about the Varosha Master Plan.
Under the heading, "Individuals,
companies, corporations and other entities who were in possession of Evkaf
properties in Varosha prior to 20 July 1974", the announcement said:
"The Evkaf Administration as the true and legal owner of all immoveable
properties situated in Varosha after many years of deprivation of its rights
and ownership, is now in a position due to recent developments to seek and
exercise its ownership rights of the said immoveable properties. We have
established that the said properties have been in unlawful possession for
many years without our permission and / or without paying any rent."
It was also stated that if concerned
parties did not apply to the Evkaf Administration within 30 days the Evkaf
Administration would feel free to let and / or lease the properties in
question to third parties. It added that in this event if any party felt
aggrieved they would have the right to resort to the Cyprus Turkish courts
in the TRNC.
TRNC NEW YORK REPRESENTATIVE’S
RESPONSE TO GREEK CYPRIOT ADMINISTRATION’S PERMANENT REPRESENTATIVE TO UN
PUBLISHED AS UN DOCUMENT
The TRNC New York Representative, Resat
Caglar’s response to the Greek Cypriot Administration’s permanent
representative to the UN has been published as a UN document.
In his response Caglar pointing out that
all flights over the sovereign flight area of the TRNC were carried out with
the knowledge and consent of state officials, stated that the Greek Cypriot
Administration had no say whatsoever on this issue.
Stating that Greek Cypriot allegations
that the TRNC was violating the flight area in question and not adhering to
air traffic regulations were totally unfounded, Caglar said such accusations
stem from illegal and incorrect allegations to the effect that the Greek
Cypriot side’s sovereignty extends over the whole island.
In his letter, Caglar stressed that there
exists two independent states on the island and each state has its own
sovereignty and jurisdiction over their territories.
Underlining that the freedom of the press
and speech were protected by the TRNC constitution, Caglar said, on the
other hand, the Greek Cypriot Administration has a bad track record on human
rights violations and this was even stated in a report prepared by the US
Administration. He added that the violence carried out by the Greek Cypriots
against the Turkish Cypriots between 1963-74 had not been forgotten.
TRNC AMBASSADOR BULUNC:
"IF WE WEAKEN OUR STANCE ON CYPRUS, TURKEY WILL BE CONFRONTED WITH THE
PROBLEM OF THE PONTUS GREEK CYPRIOTS, SOUTHEASTERN TURKEY AND AEGEAN
ISLANDS"
The TRNC’s Ambassador to Ankara, Ahmet
Zeki Bulunc pointing out that the national policy on Cyprus should be
supported, said: "if the Turkish side weakened its stance on Cyprus
then Turkey would automatically be confronted with the problem of the Pontus
Greek Cypriots, the situation in Southeastern Turkey and the Aegean islands.
Cyprus is a point of resistance for Turkey. Through international agreements
it is acknowledged that there are two states in Cyprus with their own
restricted independent structures. However, acting within the spirit of
Enosis, the stance of the Greek Cypriot Administration started the 1974
Peace Operation."
Underlining that through the Annan Plan
efforts were made to control the rights of the Turkish Cypriot people,
Bulunc added that this was a violation of their human rights.
